Many African Americans and poor people were moving out of rural farm areas and moving into big cities like Memphis and even though they are moving the Tennessee state legislature is not redrawing the boundaries of its congressional districts
This meant a representative from a farm might only represent 238 people while a representative from a big city filled with up and coming African Americans might represent as many as 33,000 people. Which African Americans are being underrepresented
When Baker brought a lawsuit to Tennessee he stated that they were intentionally not redrawing the congressional district line because they were afraid that White people in rural areas would lose political power while African Americans would gain it.

The supreme court ruled that Bakers case should have been heard.
Bakers efforts led way to the "one person, one vote rule" which required that legislative districts must be divided according to the pop which allows everyone's vote to weight the same. Also it brought forward the right federal courts have to decided decisions based on redistricting. Lastly the supreme court decided that districts with unequal population deprived giving all citizens a equal opportunity and so all districts are roughly the same population now
