What about Budgetary power? Doesnt congress have a bit too much power because of the purse?

Its not wrong to assume that but the President has the Informal power of Bully Pulpit.

Bully Pulpit is basically just the ability to use the platform of being the president to get a messgae out to the public

This can make the people want something else devoted to the budget but this also leaves a lot of room for political Shenanigans

What do I mean by Political Shenanigans? Basically it means that while yes the president has the power of Bully Pulpit...

So do some Congress people and Senators. They could use their platform to challenge the president and what he wants.

Could this happen? Yeah but it would be a little difficult to pull off, what the people in Congress would need is numbers which is why I think that the Legislative branch holds Supreme

What about the ability for the president to negotiate treaties but only Congress can ratify them?

This is just another example of the seperation of powers, if the president was left all alone with negotiating and ratiftying then he could do whatever

Its good that another branch can look at the negotiated treaty and say if its good or not.
