Storyboard Text

  • The first step is the introduction or proposal of a bill. The bill can come from a variety of sources. Citizens or companies can try to get someone to bring it up in Congress but only a member of Congress can introduce the bill. The next step is the bill being assigned to committee. Both the Senate and the House have groups of politicians who meet to discuss ways to improve a bill before it is voted on.
  • The third step is the Bill is reported to the floor. If the bill is passed by the committee, it is sent to the whole House of Congress for presentation and vote. (Either the Senate or the House of Reps.)The fourth step is The Bill is debated and voted on in the house. Votes are done electronically in the House. This is a role call vote. The fifth is the bill going to senate.
  • Step 6 is the Bill is debated and voted on in the Senate. In an effort to convince people to either pass or kill the bill, Senators give speeches and debate.If a Senator doesn’t want a bill to pass they can use a filibuster, which is a stalling tactic the Senate can use to delay voting. Step 7 is both houses must pass the bill.
