My first answer is because the Chametz is allowed all year round. The only time that Chametz is Issur is on Pesach.Chametz is not similar to the other “Issur Ha’Naeh” because their prohibitions are always in effect all year round but with Chametz it is only in effect on Pesach.
It is also different with Chametz because the Torah is more strict when it comes to Chametz The Torah says that you even aren’t allowed to OWN Chametz. Because the Torah is more strict, this makes the Chachamim more strict. ah so they say that you must search and destroy it so that it is no longer in your possession.
The Torah is more strict because they say you are an allowed to own Chametz and the Chachamim are more strict because they follow the Torah and say you must search and destroy the Chametz. The Chachamim are just following the Torah
