- i propose the Virginia plan in which there will be 3 branches, the judicial, executive, and legislative representation will be based on population!as well as there being a strong central government

- and so the great compromise was created in which there would be two houses, one which the amount of delegates were based off population and the other's amount of delegates being equal for each state, regardless of population.
