  • Hey man, can you help me understand how a bill becomes a law
  • Yeah for sure, lets head back in time so we can talk to the founding fathers
  • Hello! It is I James Madison here to explain how a bill becomes a law
  • Well its slightly different depending on what branch of congress you are in. In the House of Representatives, a sponsor drops the bill in a brown box called the hopper. In the senate, the bill is submitted to the clerks of the senate floor in a floor speech.
  • Wow someone has to show you how to dress less monochromatic. Anyways, whats the first step Mr. Madison
  • Mr. Madison, what happens if the bill doesn't pass?
  • Next, depending on the circumstances, a bill will be sent to a subcommittee review. This is a specialized group within a committee. Congress will hold a hearing where the bill is marked up or modified. If approved, the bill goes to a full committee. This step is the same for the house and the senate.
  • Well then the bill dies.
  • Ok 3rd step. This step is the full committee review. Here a full committee reviews the bill in a limited amount of time. If approved then the bill is placed on the house or senate calendar. This step is where almost all bills dies
  • ah yes, if the majority of the house signs a discharge petition, the bill can bypass this step
  • Mr. Madison, I remember learning about a discharge petition, what is that?
  • Step 4. For the house, the bill is sent to a rules committee. This committee outlines the issues up for debate on the floor, and sends it to the full house. This committee also decides whether the law has open or closed rule, the length of the debate, and when it should be considered
  • For the senate, the majority leader schedules a full senate debate when the floor votes on the bill
  • Now for the 5th step is the full house or senate debate. In this debate the bill can be amended or changed. The house can only amend the bill if the bill is open rule. This step is also where riders are added. A rider is a clause or provision not related to the bill that is added to the bill. If the bill passes the bill does the same thing in the other house, then if amendments or changes are added it has to go to a conference committee
  • ok almost there, step 6 is a conference committee if needed. This is used if different versions of the bill pass in the house and senate, this is where both houses compromise and form one version of the bill. Once an agreement is reached it must pass through the house and senate again
  • for this step, lets talk to our current president Joe Biden
  • now for the last step. I can be overriddenwith a 2/3 vote in each house of congress
  • After a bill passes the conference committee, I have 10 days to either sign or veto the bill. If I dont sign in the 10 day period, the bill passes without my signature. Now I do have a trick up my sleeve called a pocket veto, this is when a bill is vetoed in the last 10 days of a legislatvie session
