Yes ut that definition is outdated. We may not be getting punished for practicing our religion or coerced into not practicing, but our religion is still being damaged by the astronomy tower.

I would add a clause that accounts for sacred land. If some land is sacred to a certain religion, it should not be damaged or built on if it infringes on the religious practices of a group.
But wouldn't that violate the establishment clause by favoring Native religions?
No because protecting someones religious freedoms does not necessarily mean that their religion is being favored.
